"In sections of the north and east territories controlled by the Liberation Tigers ofTamil Eelam (LTTE), the Tamil Rehabilitation Organisation (TRO) took the lead in coordinating and implementing relief and recovery programmes. The TRO provided efficient and focused leadership, and is believed to have collected substantial sums of money from abroad for tsunami work. It continues to work as an implementing partner with several INGOs." (footnote: "70 WFP has noted, however, that the longer-term nutritional status of the Tamil population under the LTTE has not been good (Goyder et al, 2005).")
